The bill address is ok, i bought somethings before, but now i can't.
I was reading about it, and maybe i exceeded the buy limit out of this month, how or when can i buy again?

Here is what I found about this error code.
Error Code 10008-10014, 10048, 10050
Your order was unable to be processed at this time due to an issue with your provided payment method.
Try using a different payment method to complete your order, or simply try again later.Since you are using Paypal as a payment method, I don't think this is related to your card.
If it's a technical issue, try with an alternate browser, or just clear your cache maybe.
Also, if you are using an anonymous proxy server, your payment might be not accepted.
