In Origin you should have download and then install options.

Make sure you are logged in to the Origin account that has the base game installed.

Unfortunately, I do not have the download and install option in the Origin app. Attached is the screenshot.

It seems that the complete bundle pack is unnecessary for NFS - Rivals Complete edition.
