The Xbox version of NFS Most Wanted 2012 is on the Xbox 360. Any and all DLC bought for it will NOT transfer over to the PC version of the game, as they are two wholly different content libraries.
The Xbox Game Pass/EA Play version you see in the Xbox app on Windows 10 merely allows you to launch the game through that app. But what you're launching is the EA app (PC) version.
