First off If you are having difficulties installing Need for Speed The Run on your PC ensure that the name of the folder you're installing the game to only contains letters and/or numbers.
However you mentioned you are using Win 8 Professional so maybe you will need to check some other settings or updates.

Please make sure Windows can allocate sufficient memory by closing all additional programs when you launch the game:
- RenderEventToBuffer failed because of insufficient memory.-122-The data area passed to a system call is too small
Make sure the graphic card driver update has not failed:
- Manager - AMD Radeon HD 7400M Series: Ending. 1,00 ms
