It's a graphical bug if you have the game with older patch. But you can still fix it by adjusting the graphic settings until it feels smoother when opening and closing the pause menu etc then try to use the sliders again. For starters, try to turn on the VSync then try the sliders again because it fix mine with that.

Edit: I also heard that to some you need Window's keyboard pop up window then use that for the sliders then it would work
