@zZz_chodii_zZz You wouldn't happen to be in a mustang would you? The mustang is bugged and I was able to do normal damage by switching cars.

To reaffirm what Mecha is saying, I don't think any of the mustangs are doing any damage at all, had to switch to different car to do this mission
