Your choice if you wanna coast into the airfield at 2 mph. The system is designed to anticipate you driving flat-out trying to escape them, which makes it a lot more believable when you finally reach the airfield.
Consider: The other NFS releases with cop chases weren't designed to allow you to reach a specific destination. The A.I. has to be balanced to allow you to reach said destination or it becomes a never-ending cop chase. Maybe YOU want that, but others do not. If they made the cops so hard-core that you can't escape them until they are all destroyed or you have to drive all over the map to lose them, then a lot of players are going to give up and be angry about it.
