Go to your inbox, Messages, Travis has sent you a lengthy voice message with a group call with Amy, read the full message, then the prestige mode will be unlocked.
this worked for me.

I've seen further reports of players missing achievements. This can for example happen when a disconnect or game crash occurs during the unlocking of the achievement (or for further as of yet unknown reasons).
The bad news here is that we are unable to grant achievements. The only solution to that is to use the reset your journey options which is understandably not what (most) players are looking for after they've just finished the game. Sorry that I can't do more about that from our end..

I am about to start another playthrough for Dragon Age: Inquisition myself, and after that I've got another playthrough for Need for Speed planned. I usually leave the games for a while so that when I come back it feels fresh again.

Ive tried this solution several times and it hasn't worked for me sadly.

Could you clarify the issue that you are experiencing?
When i go to the apps on the in-game phone the prestige mode icon shows its self still locked and says that i need to complete the story to unlock. So i go into messages like whats suggested and go to Travis's messages and listen to the one that unlocks the mode. That solution didnt work for me sadly as neither did repairing the game.

You gonna need to reset your journey in settings at the main screen before entering the game. I did this, took me a while to re-complete the game but I got prestige mode.
I think it had something to do with Travis and Eddie. If you finish Eddie's missions before you finish the game, the last message from Travis doesn't come and you don't get prestige.
*I have no physical proof of this, it's all speculation, but resetting your journey should fix this.
I'm playing on PS4 too - Hey can you explain how the Eddie challenges work because one time attack I'll be smoking them beating my time for the 1st 3 laps, but if I smoked them how are they able beat my lap time 1 min before the race is over if they can't even catch up to me? The challanges don't really explain how the grading system functions. Do I get a time penalty for hitting a sign or something? I just wanna know so I can adapt and progress. Same with the prestige times, the second of spikes races doesn't even show the times I need to beat in order to get better than bronze. Also why do I need to have to buy the fastest cars to beat the prestige races, if I can smoke a super up lambo in regular story on hard when I have maxed parts then why shouldn't I be able to keep up with them in prestige mode? Do they (A.) Have higher grade parts that I can't buy to make it difficult or (B.) Did the developers modify the cars driving stats so that even slower cars that shouldn't drive that fast keep up with cars that would beat them? But if that's the reason, fine I'll by op cars and max them for specific races, but I would like to at least have the garage slots extended so I can keep my original cars I actually like, plus the boss cars I earned. Because if I have to sell my personal self expression cars because I have to have an exotic or specific car to beat an event than in my opinion it's not the car it's the event
All u have to do is fully listern to Travis message and NEW APP opens
This game has got hell of rubberbanding in races and in especially that race you gotta go slow with the other racers first two laps, then go crazy
