same here, on all cars (have not tried offline not sure how to play not online)(other than when connection to EA is lost and forced to play offline untill i reload game)
all cars no turbo, all areas no turbo, all other pursuit tech works.
Turbo did work for the 1st 3-5 days after i got the game but now does not.
details: press turbo pursuit tech, turbo sound effect happens, but no speed boost or animation occors
all other tech works
