I've been encountering the same issue as you with the Regera. There seems to be a 245mph limit on all cars in the game which has disappointed me for quite some time. I was expecting the car to perform like it did in NFS Payback regarding the acceleration, and top speed. I really hope that Ghost removes the 245 mph top speed cap.
Hopefully in the future we all can go 255 mph in that car. But we'll just have to see.

Yeah, not having your car perform as the game states or the stat screen shows really sucks, as it is now, the Regera can barely move faster than the other cars in the game, since it can't get anywhere near its true limits.
