Regera can't reach the stated top speed of 255 MPH

Has anyone else noticed that the Regera cannot reach the top speed provided? Like, my on-road customization and Garage screen shows that the top speed is 256 MPH, but the most speed I can reach is 24...

Can u help me find out y none of my cars go past 255 mph even with ultimate+ parts
