Roaming racers not showing up in NFS PAYBACK

Question

I am a trophy hunter and I have been grinding a total of 67 hours in NFS Payback. I have beaten every roaming racer except Hazard Company as only 1 of the 4 roaming racers or CPU show up in the open world of Fortune Valley. I have tried restarting my game and haven't figured out where they are and haven't found them since. Is anyone else having this issue and we need to figure out how to fix this plz.

A lot of people have issues with HC racers as they don't usually show up on the map. But they are there, driving their routes. Trust me. 300+ hours in the game and several restarts and the've been there all the time.

As much as I know the usual system was, that they show up one after the other depending on progress of the game but that has been changed, only thing that's not really working properly now is the display on the map, but the spawns work, they are there.
