So will there be multiplayer freeroam or what?

I have preordered the game, played the 10 hour trial, loved it... But, I am worried to see that there is much talk around the internet saying that there will be no multiplayer freeroam. That is like ...

im not complain other thing , only 1 thing i dont like it. Why they Combine Speedlist & Freeroam in same lobby.. they should separated lobby like nfs 2015

First of all nfs payback have a great graphic and all but i have a disappointment in you where you dont add freeroam like nfs 2015
If its payback freeroam be like this would you at least remove speedlist name on the top left corner and add traffic and police in it
