I need help in plying NFS Payback on PC. The issue is that when try to take a left or right turn (steering) the camera move respectively which makes it really hard to see where I am heading or how much I need to steer. I appreciate any help, thank you
sounds like that one camera perspective where this is actually a feature, did you tried it with another perspective ?

I guess you have to push the C on your keyboard. There are 4 perspectives available.
On the hood, near behind the car, far behind the car, and that what you seems to have activated.
