I dont see any "license" folder
(I thought I had already replied here but I think I may have accidentally pressed Preview instead of Submit, I didn't receive any message that it has been removed so I am posting again)
Same issue exists with Mirrors Edge #1, a bunch of other people also have this issue. EA support apparently knows about this but this hasn't been fixed for at least 3 or 4 weeks.

Hi, I have just bought NFS: Undercover. When I booted the game I was greeted with a text that said: "There seems to be a problem contacting the license server. Ensure your internet connection is active and try again in a few minutes.". I waited a few minutes but the message kept popping up, I know I have a very stable internet connection so it's not that. I have reinstalled the game ones just to see if it solved anything but it didn't. I can't get into a chat with any person at EA for some reason even though it has said "Estimated wait time: 0 minutes:" for almost 20 minutes. I don't know how to solve it and help would be very much appreciated.

I have got the same problem. I have found a solution on Steam.
The user "ulaniec" said, you have to replace the paul.dll and winui.dll in your game folder.
The new files can be found here and should work on every old EA game:

Are The Servers To Register The Game Down ? Can't Seem To Connect So I Can Start Playing This Game
I'm currently having this problem now for Godfather 2. Is EA losing support for these games permanently or just downed servers, I wonder? I contacted support and was informed that godfather 2 had not been dropped but i should call back and request the "expert" team regarding this issue as he was not able to solve by restarting origin.
I've seen forums about replacing the paul.dll and winui.dll files but I havent found any that worked for me. I'll post here if I learn anything more.
did you rename the dll also?
