Yea, it's sounds true. Doesn't seem like a hoax.
Ghost Games didn't make a single NFS game that is up to par with the NFS games from the golden age.
And it didn't help that NFS Heat (their best NFS they made) sold "kind of expected", according to EA's COO / CFO. (Meaning NFS Heat sold slightly under the 4 million sales target)
With this news update, I'm not expecting any new features (such as PvP) coming to the game anymore.
Any new features coming to NFS Heat will be a surprise for me.
This is just what I think, but I think NFS Heat is done. There may be some last bug fixes for the game before all development support ends for the game, so the majority of Ghost Games devs move over to Criterion Games (and other places) to start development on the next NFS game.

will this mean NFS will be Renderware/Chameleon engine game again?
Judging from past history, EA seems keen on forcing developers to use the Frostbite 3 engine for as much of their games as possible. They want to avoid using other game engines (such as Unreal Engine 4) as much as possible.
But this is just all speculation at this point.
Horrible decision tbh. I got to playtest this, and they actually listened and the final game was brilliant i think, EA just dropped the ball again and didn't push updates fast enough.
EA seem to forget that it's their own doing that has harmed sales. People still treat EA like a bad word over the micro-transactions thing a few years ago even though they have done a lot to negate that, EA access is prob one of the best game pass deals there is IMO.
Ghost have worked so so hard trying to revive the series, they finally nail it and EA pulls the plug... i dunno if this is partly due to Brexit... The studio is mainly based in Gothenburg.
