Have you tried looking to see if the transmission is set on manual in the options? Try using the right bumper to shift.
Also, have you tried running it without installing any updates? It'll be offline for that little bit, but you could test it then update it.
Sometimes a certain bug can be tied to a save data. I've had it happen happen to me once with with Skate 2 (also an EA product) and deleting my save was the only thing that fixed it.

@ginge2609 Alright, my husband used to own an Xbox one years ago and he said, from what he remembers, that the only way you can do that is to delete the game data and when you are reinstalling (disc or download) go to your notifications page, there should be a second download. It'll be smaller in download size and will probably say update 1.04. (it might say 1.03, that's what it was on PS4)
Select the update and chose to cancel it. When it installs, run it and see how it goes.
Note that it won't let you run it online until you do update it.
