UNABLE TO ACCELERATE OUT OF 1ST GEAR OR GO ABOVE 15MPH

Just bought this game and I cant accelerate over 15mph or go above 1st gear still on the first intro mission for the game on solo playing on xbox one s anybody else having this issue I've even tried ...
