Unable to complete the game!

I'm a bit of an achievement hutner. I seem to have completed the game completely! Yay! However career progress shows 83% (i suppose this is because I haven't completed the billboards yet). 

The thing that confuses me, I've completed every most wanted race, got the achievement for having all the cars (Even though the start screen says I'm missing 20 odd), it says I've done 61/63 events (i think). 

I haven't got the achievement for completeing the game 1st in every event. But in every car I have gold in every race. What am I missing?
