Unable to start NFS HEAT on steam
Need for Speed heat cannot be started on Steam, check the game debug file prompt WARNING:resource_bundle_qt.cpp(114)]locale_file_path.empty() for locale What does it mean? How to deal with it? Thanks!

I have the exact same problem as you. The game was released in 2019 and this still isn't fixed. I tried everything available online. uninstall/install, check drivers, check windows update, uninstall/install origin, uninstall/install ea app. set the game to admin, set the game to windows 8 compatibility mode, set the refresh rate to half adaptive in Nvidia control panel, limit the fps, etc. Nothing works.
every single article on the internet talks about the "minimum requirements to run the game" and check for updates etc. I have an RTX 3070, a Ryzen 7 3800x, 32 GB of ram and the game is on an SSD.
