Sorry for the long waiting reply, I was testing a few things but thanks Tom for the extra info as I got it to work but i'll give an explanation of what had happen upon my fix.

For the past week it's been all down, changing the languages in both Origin and Need For Speed has not fixed it, I've also reg-editted both origin and need for speeds base language and that has not fixed it either.

I've also done a test between 2 almost identical PCs. Mines and my brothers.
Both setups that are identical are

    - i7-6700k
    - G.Skill 16 GB TridentZ
    - Windows 7 Pro, x64 SP1

The stated PC setup on the left side of the forward slash is my current setup, and the other setup is on the right.
    The non-identical parts are

    - GIGABYTE G1 Gaming 7 Z170X / ASUS Maximus VIII HERO
    - EVGA GeForce GTX 980 Superclocked / MSI GeForce GTX 980 Gaming 4G
    - Corsair HX750 Non "i" / Corsair RM 1000

Running windows 7 pro SP1 on both. Did a brand new windows installation ( Again 3rd time on my PC now. ), updated windows until no more updates were found, installed all latest drivers, Nvidia WHQL 365.19 latest for video card, latest chipsets and needed software for motherboard et cetera, My PC still gives the unsupported language error, but the other PC can start it up, no problems. I was actually shocked and amazed.

So I had another thing in mind, is it blocking my PC in general ( Firewall is open for NFS both in and outbound )? Or was it reading the Mac Address from my setup? I did another 4th clean windows install but this time I changed the general info of my PC ( Username, Password ) and I thought, pfft. this wasn't going to work, updated windows, downloaded latest drivers and installed origin, left default settings, set it up as US English, installed need for speed US English and I was frustrated so much on the start up black screen. 30 seconds later, the NVIDIA logo showed up and it started all the way through. I was utterly pissed I wasted a week but I found an alternate fix among all the others that hasn't panned or worked out for me.

4 times on a fresh install of windows the 4th using a different username for windows and Need For Speed works, I'm confused as to how does NFS or Origin read the PC's Specs exactly? This is stupid.
