I'm trying to play Need for Speed Heat, but when I launch the game it tells me that my gpu (Radeon RX Vega 56) does not support direct x 11.0, and thus I cannot play the game. I know that the Vega 56 can run the game, and supports direct x 11.0, I would love some answers as to how to fix this issue.

Please, try this:
Press Windows+R and type dxcpl
Add game's exe (see pic)
Set Feature level limit to force DX 11 (see pic):
Note, if you pressed "Windows+R and type dxcpl", but YOU DON'T HAVE DXCPL...
...you can add this optional feature (for Windows 10) like this:
To install Graphics Tools for Windows 10
In Search, typeApps and featuresand then open theApps & featuressettings.
On the right-hand side of theApps & featuressettings, chooseOptional features(underApps & features).
TheOptional featuressettings appear.
In theOptional featuressettings, chooseAdd a feature. A list of optional features you can install appears.
SelectGraphics Toolsfrom the list of features, then chooseInstall.
Alternately, you can get the Graphics Tools (C:\Windows\System32\DXCpl.exe) also by installing Direct DX 11 SDK.
