It sucks but it's definitely do-able. I just did myself about 2 weeks ago and it took 2 refills to get there. Challenging? Yes. Insane? Yes - and that is exactly what some people are asking for, with many of the SE's stupidly easy. I posted a few tips on completing it (https://www.reddit.com/r/nfsnolimits/comments/pf2qpa/notes_on_breakout_events/). It's a pain in the * but see if as a challenge to test your skills, not a "thing to do" to get a free car (in which case, this one is underwhelming). Good luck!
