Weird lighting/texture/colour glitch

Question

I have been getting weird colour flashes like the images below. I play on PC. My specs are: i5 4690, GTX 970 and 16gb DDR3.

I saw this yesterday while exploring. It only happens in this specific area. So far I haven't found any other area on the map that does this. It happens only in the day time. It only happens during the mid day phase of the day (not the sunset or the purple tinted stormy phases) and it only happens if I set Reflection Quality to High or above. While driving through this section it suddenly turns into this and randomly flickers, based on where I look. Has anyone else faced this problem especially in this area?

Reset your GPU default settings via the NVIDIA control panel and check if this still happens, thanks.

@EA_Barry Ya I did, but it didn't change anything. It only happens in that spot and in that specific time of day. It doesn't happen anywhere else. This wasn't there with the original version of the game. I played the 10hr trial back in December, then this issue wasn't there. I am pretty sure the game version was older back then.
