When the download of Need for Speed Payback. It downloads from scratch .

I downloaded Need for Speed Payback but it was not installed. When it should be the end of the download , it starts downloading again as if it wants to keep overwriting files that were already previo...

This may be a connection quality issue. When a download is mostly done, an error check is performed and if the downloaded file does not match what is expected, it is re-downloaded. 

Connect to your router directly with a cable rather than wirelessly if you can.

    I downloaded the game 3 times which did not have the expected effect, and the Internet connection is stable. I have a folder with downloaded Need for Speed Payback which does not want to detect by which wants to download again.
