Why doesn't EA make NFS Heat the best NFS game with updates?

Why are there so many mistakes in Heat? Why do policemen sometimes spawn right in front of me? Why do small bumps from police officers sometimes cause normal damage and sometimes far too much? Why are chases based on rep only? Why is there no Most Wanted list in which players can try to beat other players police chases? Why (when the police are made so strong) does they react at night Not when you drive above 100kmh with Heat level 0? Why do you get damage from objects and not just from police officers and oncoming traffic? Why if everything is built on rep, the rep level ends at 50? the game Heat is awesome, if the game errors were corrected or balanced and there would be a most wanted list, then would be the game Need for Speed Heat were WONDERFUL!!!

    - Spawn distance controls how close traffic or police spawn to your car, a simple increase in the minimum spawn distance would fix that.

    - Based on NFS MW 2005:  All cars and objects have what's called collision force.  The collision force of police is most likely double or triple that of normal cars / trucks, a simple reduction to this force would fix the problem.

    - Police not reacting to you passing them at high speed is not uncommon (In racing games), but also makes no sense.  IMO the MW 2005 concept handled initiating police chases better.  

    -  See above about collision force.

    -  Rep wise, dunno.  The game is built on the concept of building rep to get access to stuff.  Why it's only 50 rep?  Probably to prevent the game from turning into a mindless grind or to make room for more content involving Rep, not sure.

    - A Most Wanted list would be a good idea, but I'm not sure how many people would care much about it, it's a toss-up.  Personally, I only did police chases to build Rep , to get to 50, to unlock all the stuff, and finally to unlock Ult and Ult+ parts.  After all that, I stopped doing police chases and night races. 

    NFS Heat is a game with potential, but will continue to go nowhere until it's many issues are fixed / balanced.

    @ZeroMcDol Rep is like what Ghost did in Rivals-we had XP and Levels with the top Level 21 and XP could be infinite.Heat is just a big mix of lots of previous NFS contents.That's why it's not very good,focus-less (aspect wise) games aren't what memorable to players.

    Yeah for me Heat has Many potential..i was a underground2, most wanted and carbon player.. Many hours! And it feels for me like nfs heat can actually be the one we all have waiting for..but only if EA/Ghost/Criterion fix the problems..and i dont know you but i think you will do a little more cop chases if it is a good system..i mean i playing in most wanted one and a half hour chases and full time with fun and adrenalin..just cause the system was great..it was pushing you to beat your own records..if you can in heat try to beat Your And Other player chases/records with more as just rep then i promise you will play much more with police! xD but there is the problem if they let it only with rep then they cant let us play long chases..cause we can make our heat till full lvl very fast then..

    If the chases were like Most Wanted 2005, then I would certainly do more chases, because in short they were simply, awesome and fun to do.
