Why Doesn't The TIme Saver Pack unlock all cars, including the Italian Pack DLC?

This is rediculous. I'm close to getting all the cars in the game, but can't get the Italian cars because of Multiplayer (which is BS). As old as this game is, they need to patch it to where if you have the time saver pack, you should unlock ALL the cars in the game, even the Italian Pack Cars. Just frustrating having to play Multiplayer so many time and not getting the objectives because some idiot keeps slamming into your car, causing you to lose the race and the opurtunity to get an objective. WTF, just do a patch with the time savers pack that unlocks all the cars, it's almost like false advertisement
