will not update, ps4

I have version 1.00 and it will not update. Keeps getting this error "cannot connect to the server within the time limit. (NW-31456-9)". I have tried all suggestions it gives and none work. I do have connection to WiFi, and have downloaded many addons and updates for other games..

    According to the error code, this is a temporary connection error.

    NW-31448-0    		 Connection error PSN or the game's server may be temporarily unavailable. Please check the status of the game's server via its website.
