Unfortunately, as @RazorEyed1 pointed out Payback is essentially dead to the developers. They've moved on and are supposedly working on Heat, but that isn't getting much in the way of DLC or updates either. I can only assume Criterion (who have taken over from GHOST Games) are working on the next installment of NFS.
As for the issue with abandoned cars, most of them should be relatively easy to recreate by purchasing the stock version and equipping the correct visual customization. You can easily download a player-made wrap from the community to complete your boss car.
The only exception to this is the FVPD Ford Crown Victoria Police Interceptor, which is exclusive to the Abandoned Car event. I'm greatly sympathetic to the players who missed it, and I'm frequently asked how to obtain this car. All I can do is apologise for the developers' lack of foresight and failure to add this unique vehicle to the dealership.
