Will we able to do bait crates online?

I'd like to be able to do bait crates while online with other players so that it adds to the thrill and makes it less monotonous with just me escaping the cops by myself over and over again.

(Extra question, is Ghost planning on adding back Cops to Freeroam after the Content Lock/right now/post-launch?)
