Cops Should Have Self Preservation
Also spawning cops right before the end of every race and having them swerve in front of you, using themselves as body shields all to stop you from winning, is possibly the dumbest game design choice...

Just a different game mechanic than in the older games. I personally have never thought about it before reading this post.
