Summarize your bug The sheer amount of cops patrolling the streets when you reach level 5 is absurd. Especially, this concerns the choppers. Getting from A to B becomes such a chore because of that. And also takes a lot more time than it would reasonably need. All because how much the streets are packed with cops and sometimes it is impossible to hide from them.
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? 1. Get to Heat level 5 (preferably during the daytime) 2. Try to do races at different meetups (e.g. at night)
What happens when the bug occurs? Most of playtime is spent at pursuits trying to get from A to B. There is just too much choppers flying around with their excellent view of everything.
What do you expect to see? A more decent chance at flying beneath the radar

It is just tedious to the escape from a pursuit just to get almost unavoidably spotted a few minutes after. I am playing on the "Challenging" difficulty setting. The chases are definitely enjoyable and they should stay that way. But there is just too much of them!

I see a few potential remedies for this:
* Heavily reduce the amount of choppers patrolling the streets (when not in chase). Or even remove them completely
* Add a possibility to reduce Heat level by doing a challenge
* Slightly lower the amount of cops patrolling the streets
* Do not allow the cops to surround the player when not in chase. There should always be a way to escape.
