Escaping Heat 5 and using Gas Station

How can you enjoy this game when its broken and its too hard to escape the cops, i made it to the gas station and waited for time to respawn and it never give me a refill, it resulted into me getting busted and losing alot of cash, this isnt fair EA Sports, you shouldnt make a it like that, whats the point in unlocking safe houses and cant use them while having heat, isnt it the point of having those, like you cant even get away from a heat 5 level,
