Instead of gambling on trying to join your friends in an existing Free Roam session, you and your friends should create a party together in-game first and then join a Free Roam session.
It might take a bit longer for the game to find a Free Roam session when attempting to play in a party, but at least you and your friends won't be separated when playing in a party.
