Does anyone know why in lockdown mode, once I already have the car in the garage, when I take another one like it out of the loockup, it doesn't appear in the garage and it's not converted to money. ...

I don't know if you are aware of this, but in Unbound, the total number of cars you can own is limited to 250 vehicles, single-player garage and multiplayer garage combined. If you already have 250 vehicles, the extracted vehicle won't be saved to your garage.
