Trouble picking up and maintaining heat

I'm playing story mode and am getting towards the end of week 3. I need a 3 heat level to qualify for a race. But I only have 2.5. there are no races left for me to increase it that way and when I get a police chase and it goes up to 5 I lose the cops and it goes back down to 2.5. can anybody help please? 🥺
