If you have any cars that are still locked behind challenges or really if you have anything still locked, try to unlock anything and see if that triggers the unlock criteria to update or not, if you were on pc the problem would be much easier to solve by just downloading a mod I made that fixes this problem, but since you play on Xbox that isn't an option really, I hope you get what you paid for
