Car gets stuck in burnout

When I start game for some reason X is not working I have to turn off the controller and turn back on so that the game recognizes the controller. Then when in story mode the car is stuck in burnout, doesn’t allow me to shift gears. 
I tried in heat as well and it’s the same thing.

I not sure is the controller because outside of the game it works perfectly. I using PS5.

what can I do?
