Controller not working when multiple controllers are connected

Summarize your bug The controller is not working when multiple controllers are connected to the PC.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Connect multiple controllers to the PC (e.g. Steering wheel, pedals, handbrake, Xbox One controller) 2. Start NSFU via Steam - leaving all controller options to default in Steam. 3. On the first menu screen, press 'A' on the Xbox One controller to advance. 4. Notice the Xbox controller works. 5. After the initial loading screen, notice the Xbox controller does not work anymore. 6. Exit the game, unplug all other controllers other than the Xbox controller, and restart the game. 7. Notice that now the Xbox controller works everywhere in the game as expected.
What happens when the bug occurs? The Xbox controller works on the first menu screen (before the main menu), and once we reach the main menu the controller stops working. No buttons and no inputs are registered. Only the keyboard works at this point.
What do you expect to see? Expecting the Xbox One controller to work even if multiple controllers are connected to the PC. This works fine in F1 2018, Grid Legends, and DiRT 5.
What I tried:
I tried disabling Steam Inputs for the game and also tried forcing Steam Inputs for the game. This did not affect the issue.
The issue does not reproduce in other EA/Codemaster games (F1 2018, Grid Legends, DiRT5).
