Game does not start in Windows 11 24h2.

I recently did a clean installaiton of Windows and it is 24h2 that is installed and the game does not launch. However the game does launch on another PC of mine running 23h2.

Did I get scammed?
I bought the Vol. 8 Dynamic catch up pack but when I went to the garage to use it, there was nothing. So I waited 12 hours to see if it takes some time but still I can't see the car. Please help ASAP...
