I did a little bit more testing and noticed another thing, which is as follow;
fps were around 80 + stuttering and delayed car steering response directly after starting the game, then once i turned on DLSS then turning it OFF, fps dropped immediately to around 40 as seen in screenshots. and please note that fps aren't 80 at all and was gonna drop to the same 40-45 shortly anyway without starting to use DLSS, (graphics still need optimization and fixes).
As seen in the screenshots the game starts on 80-100fps on trash settings for a little while, then by the time it drops to 60fps (for few seconds) then to 45fps then later to 30s . this also happens when i ALt+ Tab twice, once doesn't affect performance but 2 Alts + Tabs suddenly drop fps idk why, manually or by things that alt tabs like taking screenshots. at vol 1 or 2 or both don't remember it used to be once then getting trash performance and stutters even below 30fps or when the screen times out and switching from full screen to window mode or by doing it manually and in the next comment i will show the Nvidia recommended setting vs my current from Geforce experience (latest version, latest driver).....
here are the settings than Nvidia recommends and with which the game should run smoothly on 60fps and above, versus the ones i currently use which are terrible and end up with issues and stuttering and bad responsiveness (car control) then low fps for unknown reason with same resources usage.....
edit: remark; also for some reason depth of field has a different effect on fps with different presets for some reason with this preset high gives better fps than medium while with a little higher preset (more ultra setting) medium gives higher fps?!.....

I tested DSR at target 30 FPS today as a possible temporary alternative it worked "OK" for 10mins with weird graphics popping up and similar stuff but there was no stuttering then it was just like the issues mentioned above stutters reduced performance etc.... so in conclusion:
1. it can't be considered as an alternative to fixing DLSS and graphics optimization
2. there is something that causes game to stutter alot and drop FPS in general after around 10-15mins of gameplay 30mins at most, but i don't know what is it........ while NFS heat works smoothly for more than 3-6 hours straight....
Note: I did update to the Nvidia driver released today "536.99" but there was no difference for NFS Unbound while NFS heat now is smoother than before...
Also pls add the Nvidia RTX IO feature to nfs unbound hopefully it will make it even better ofcourse after fixing DLSS and graphics optimization.

DLSS was fixed , but there are new issues aside from some of the old ones including fps drop after 30mins of playing at most, still testing and gathering info to write a detailed comment or a new thread with the gathered results. also;
so far the day forecast + rain has the worst fps and stutters.....
