In Game Voices Not Working

Summarize your bug Very unbalanced sound when playing the game in story. No voices can be heard from npcs both while driving and in cut scenes. It's unplayable like this, I can't read and drive at the same time.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Start playing the story....it's immediate.
What happens when the bug occurs? Music cuts out, subtitles appear, but no voices can be heard.
What do you expect to see? I expect to be able to know what is happening in the game without having to read and try to play.
For a next gen game, the sound should be amazing and balanced. We have tried all different settings, reseting to defaults, and finally decided it's probably a bug that needs to be fixed.
Hopefully it's resolved soon because it is literally unplayable like this. The sound is terrible at best. The menu music=sounds amazing...in game=garbage.
I switched the in game audio to stereo from 5.1 and it resolved the issue, this is not acceptable as a solution but until they fix it I can't find another resolution.
