Missing DLCs and won't save when customizing cars. It just spins

Anyone have an issue playing on Xbox Cloud gaming where all DLCs are missing and will not save when trying to customizing cars, instead it just spins and spins

Also won't let me upgrade or do anything to cars. Say purchase failed
