I had to downgrade the bios of the system because there was a big bug in the game. There are 22 games installed on the system, most of them in the AAA category, I have not seen any of the nonsense in this game. Every update brings a different problem.
If you are using the latest bios released by MSI, you need to go back to the previous one. This is how it worked out for me too. I recommend you to try it in your own bios for other motherboards and laptops. Especially those who use Intel and updated the new bios should try it.
The game, which had 32 fps with the last bios, increased to 150 fps @1080p (Dlss off, 175 fps if on/quality) when returning to the previous bios. CPU and GPU usage returned to normal. From my perspective, this is the case, whatever they added to the game does not like the latest bios. I don't think these guys will patch this issue.
Also, in the following situation; If you lower the shadow setting in the graphics settings from ultra to higher, there is a 2x fps increase. It wasn't like this before, it was playing 2-3 fps at most, now it suddenly drops to 40-50 fps. This is the case with Nvidia cards, and with AMD there is a 2 fps difference between ultra and high.
By the way, I will not accept any liability if anyone tries to update or downgrade the bios without knowledge. Nowadays, this job is very easy, but if you are not confident, do not try it. Even if the power goes out while the bios is being written, your system will die. (power outage is not a problem for the laptop)

@2smokeTM I can confirm that the ultra settings for shadow quality drop the fps (for me by 50%), but I'm not sure why the bios update should be the problem since the game update made the optimisation worse by a lot
As I said, I found this solution. It's working smoothly now. Except for the shadow. I tried the bios thing twice. First I reverted to the old one, it was 150 fps, then I reloaded the new one and it dropped back to 30. Then I installed the old one again. I think the game is having a problem with the processor in the new BIOS. My other AMD system has the latest bios installed, but there is no problem with it. I think this is a problem with Intel CPUs. Maybe there is an update regarding the CPU in the new bios and the game does not see it.
Im update bios in august ist not problem by bios this is problem gpu used. My gpu rtx 4070ti used 40%. After update 8.1 gpu reduced 40% before is 98% this is problem REDUCED GPU USED!!!!
I've changed the resolution to 4k and lower the shadows (everything else in ultra), with dlss and frame generation, and my game changed. The only fps drop I get is in the garage, where you see the character. In customize menu I get over 200 fps and in free roam I get around 180 fps. I see the shadows setting messed with the game for some of us...
