I can't play the game overall since I have the Ultimate Edition. The premium pass works, but customization in a nutshell doesn't work. I can't buy or sell cars, I can't buy parts, and I can't change clothes; and my earnings are locked behind the bug.
I fixed the problem. I had to get an old save from a week ago and use that from PS+ save cloud. The update corrupts your current save file. Get an old save file and use it.
