Unfortunately, you can't give a general answer to this error, this error occurs when you have a certain number of cars, all of my friends have had this error on the PS5. For me, the error occurred after the 84th car, for my friend after the 102nd car, and for the next friend after 68 cars. This difference is strange. I now only have 1 car in the story, in multiplayer, including the police cars, there are 63 and the game runs. What you can do now is empty your cache and then rebuild the database, I do this once a week, if that doesn't help, restore the licenses.
