I found a solution on Reddit which worked for me.
Log into the game, disconnect from the internet, reconnect, go back to Unbound and make sure it's in offline mode, and then click to go back online. It should reinstall all the inventory correctly this time. At least, that's how I fixed it. Got the issue a few days ago and that's how it stopped.
Hi there. I've been having the same issue all night. Plus I bought the premium speed pass and I haven't received any of the content for it...no cars or anything...in saying that, I've played up to level 19 in the speed pass.

Getting the same error with code F03 after the recent incident with removed DLC. The speedpass ownership has been restored but now certain items remain locked and trying to load into the game gives the error
