To check do you already have any DLC installed?
Also when you have a moment give the following a try:
- Run the System File Checker tool, then Check for Windows and GPU updates
- Repair the game files in the EA app. Go to the Library and find your game. Click the Manage icon, then click Repair.
- Clear EA App's Cache (Top Left Menu > Help > App Recovery)
- Check if any background applications are stopping the EA app or your game.

My apologies I am not sure how to properly post in the correct format, as I am new to this style of posting.
I also seem to be getting the troublesome Error Code: F03

Summarize your bug After I timed out from being idle for too long, or after leveling up and getting the Range Rover Cop Car (Seeing as how some are reporting a big garage (60cars SP, 64 Cars MP, 4 Cop Car) can be a cause to this issue)
It appear that I can NOT join any Multiplayer races, or modify Visuals/performance, or Buy/Sell Cars.
How often does the bug occur? Every time since that day (100%)
Steps: How can we find the bug ourselves? Getting kicked out online, relaunched the game, try to join a multiplayer game from online garage.
What happens when the bug occurs? Can't Modify or Buy/Sell anything and not able to play online multiplayer.
What do you expect to see? Instructions to be able to play online multiplayer again so i can finish Season 8 Pass.
Troubleshooting steps taken before posting: I have currently uninstalled the game and all the DLC (including the Ultimate Edition Upgrade) Hard Restarted the Xbox (Turned off the system, Unplugged the cable and held down the power button for 30 seconds) Deleted local save files and reinstalled the game and DLC's.
I and many others appreciate you taking the time to help us out if there is a Solution. Once again, I apologize for not being able to post properly and appropriately.

I managed to fix these issues by resetting my router it appears there was an error with the router itself in which I was connected to the internet but it still had issues connecting. I turned my router off, unplugged it for 30 seconds and held the power button to get rid of residual current, then reconnected it. I also managed to refresh the network connection and had resolved the EA ERROR: F03.
I hope everyone can take the time to do a hard modem/router reset before continuing to reset like I have!
