My game closed, I reopened it and this error appears
I found a solution on Reddit which worked for me.
Log into the game, disconnect from the internet, reconnect, go back to Unbound and make sure it's in offline mode, and then click to go back online. It should reinstall all the inventory correctly this time. At least, that's how I fixed it. Got the issue a few days ago and that's how it stopped.

I was playing volume 9 yesterday obviously at when launched bought the volume 9 pack was playing all day fine nothing happened got to level 45 in speed pass now I come on saying I haven’t purchased the volume 9 premium pack when I have and now I get the inventory couldn’t load messages and error f03 and my Integra now gone and my kits are gone I also have the ultimate collection upgrade idk it thats the issue but just saying I have it along with the separate volume 9 premium separately

Dawg I'm having the same problem I would love for them to fix this cuz it's ever since I bought the ultimate upgrade it just pops error f03 can't load inventory and boots back to main menu seems to be PC and xbox only

i am getting an error message which will be in attachment
it mainly happens when trying to get into free roam in MP, though in campaign i can enter garage but cant enter map as well as buy or sell anything in garage
mainly wireless but currently wired
also ive tried uninstalling game and reinstalling, didnt work.
ive tried clearing alternate mac address, didnt work.
havent tried deleting data though i dont know which to delete data under GT or reserved space
Tried that workaround with the DLCs, didn't work. It just keeps syncing until 14/16 (literally skipping to the intro instead of getting to 15/16). Actually, the closest I got was 15/16, but never 16/16. That Ultimate Edition Upgrade is way more broken than I thought, killing my save which worked for so long before Vol.9 came out. Tried even power cycling the console and reinstalling the base game and every DLC, no effect. Oh well, instead of enjoying the new update, I guess I'll just uninstall it all and never touch it again instead.
