Having the same problem.You described exactly what's happening to me too.I get an error code 6 instead of 9 though.Also getting sync problems even though I've went into data sync and straightened it out...still get the pop up.Its annoying as crap.Have you a found a solution yet?
Unfortunately no, I'm still trying to fix it but nothing has worked so far.
I don't know how it happened but I got an error message on my console that said there was a save file sync error and prompted me to select system or cloud storage to sort my files. I clicked system storage since it had the most recent date and time listed and after I loaded the game again, the wrap error was gone. I can now save wraps and paintjobs again with no issues and they don't get removed anymore.
Yes I got mine finally fixed.Here's what I did: Saved my cloud storage to the console then deleted the cloud storage.Turned off sync in settings.Now it just saves to console and no longer to cloud.Haven't had anymore issues!No more sync issues or pop-ups and all of my wraps load up fine.
I ran out of paint and wraps on all the cars I own this morning. they are still in the library, but not on the car.
